One of them, the Overseer for Telephones, is at present being employed and has been temporarily employed since March last in excess of the Establishment of Overseers, being paid out of the Vote for Maintenance of Telegraphs.

If you approve of the establishment of this appointment, I beg to recommend Mr. U. A. Farrell for it, and I presume that the appointment would be placed on a Sterling basis.

I do not consider that the appointment of a European Clerk to take charge of the Water Account is necessary, and I consider that a competent clerk might be found locally at the salary shown in the schedule.
